War of the Triple Alliance: Paraguay in Peril

Welcome to the late 1860s. In November of 1864, Paraguay found itself in a war against the Empire of Brazil. Some time has passed, and now Uruguay and Argentina have joined the war on the side of Brazil. Paraguay has no hope of victory against the overwhelming force of its more powerful neighbors.. A summit has been called of civilian, military, and government leaders from across Paraguay. Their goal? To cut their losses and survive this war, while setting up their country to rebuild in the aftermath.
