In this world, many bizarre events are known to happen with freaky succession. Almost supernatural events that aren't understood by the common eye. Somewhere in the thick of this sits Morioh-Cho, an innocent little city in Japan with a civilian disappearance rate eight times the national average. Recently, the disappearances have been more frequent, and accompanying them are circumstances even more... bizarre. Vermin infestations, collapsing tunnels, and even cars turning into fences. Though these events may seem random, these disappearances point back to one mystery man with supernatural powers. The only people who can find this man and bring him to justice are the members of the Morioh-Cho City Council, who have powers of their own, which they must keep secret, to keep everyone safe. As they chase him through the ever-shrinking cityscape, they'll find that stand users are naturally drawn to each other, they could be anyone.
